Cut off and discard chicken wing tips. Cut each wing into two parts and sprinkle with salt and pepper.
Combine honey, soy sauce, oil, catsup, and garlic in a bowl. Mix well.
For the slow cooker: Place wings in the slow cooker, pour sauce over, and cook on LOW all day.
For the oven: Preheat oven to 375°F. Place wings in a shallow casserole, pour sauce over, and bake for 1 hour until the chicken is well done and the sauce is caramelized.
