Instructions:

  1. Sauté onion and celery in margarine until soft but not brown.
  2. Add potatoes, carrots, cabbage, salt, pepper, and water. Bring to a boil, then cover and simmer for about 30 minutes, until vegetables are tender.
  3. Add chipped beef, milk, and cream. Heat thoroughly without boiling.
  4. Serve warm.
