  1. Preheat oven to 350°F. Grease a 2-quart casserole dish.
  2. Arrange potatoes in three layers in the dish. For each layer, sprinkle 1 tbsp onion, 1 tsp flour, 1/4 tsp salt, a dash of pepper, and dot with butter.
  3. Sprinkle remaining onion, salt, and pepper over the top.
  4. Heat milk to scalding and pour over the potatoes.
  5. Cover and bake for 30 minutes. Uncover and bake for an additional 50–70 minutes until tender.
