Sprinkle chicken with salt and pepper. Brown chicken on all sides in butter. Remove to a shallow baking dish.
Cook onion and garlic in remaining butter until golden. Add water, bouillon, parsley, rosemary, lemon rind, and lemon juice. Stir to dissolve the bouillon and deglaze the pan.
Pour sauce over the chicken and cover.
Bake at 375°F for 45 minutes or until tender.
