  1. Preheat the oven to 350°F.
  2. Sift sugar, cocoa, flour, baking soda, and salt directly into an ungreased 8x8-inch pan.
  3. Make three wells in the dry mixture. Pour vanilla, vinegar, and oil into separate wells.
  4. Pour water over the mixture and mix well with a fork.
  5. Bake for 30 minutes. Cool completely.
  6. For frosting, combine cocoa, milk, butter, and vanilla in a saucepan. Bring to a boil.
  7. Remove from heat and add confectioners’ sugar. Frost the cake when cool.
