Heat oil in a large skillet and add a layer of zucchini. Sprinkle lightly with pepper and sauté until lightly browned on both sides. Remove with a slotted spoon.
Repeat until all zucchini is cooked. Sauté ground beef in the same skillet and drain off excess fat.
Add zucchini, tomatoes, and salt to taste.
Cover and simmer for about 20 minutes.
