  1. Preheat the oven to 325°F.
  2. Pour the milk over the bread crumbs and let it soak.
  3. Add the ground beef, salt, pepper, grated carrot, onion, and eggs to the bread crumb mixture. Mix well.
  4. Pack the meat mixture into a 9x5 inch loaf pan.
  5. Mix the catsup, brown sugar, and mustard together. Spread this mixture on top of the meat loaf.
  6. Bake at 325°F for about 90 minutes.
