  1. Preheat oven to 350 degrees.
  2. Put 24 paper cup liners in muffin tins.
  3. In a small bowl, blend cream cheese, egg, 1/3 cup sugar, and 1/8 tsp. salt until smooth.
  4. Stir in chocolate chips and set aside.
  5. In a mixing bowl, sift remaining sugar, flour, cocoa, baking soda, and salt.
  6. Stir in water, oil, vinegar, and vanilla. Beat until smooth.
  7. Fill paper cups 1/3 full with cocoa batter. Spoon cream cheese mixture on top.
  8. Bake in preheated oven for 30–35 minutes.
  9. Let cool completely before eating.
