Sift and measure flour; sift again with baking powder, sugar, and salt.
Work in shortening until soft.
Add sifted flour mixture, milk, and nuts. Mix well.
Pour batter into a greased, shallow, round baking dish.
For the topping, combine 3 Tbsp. flour and 1 cup milk. Cook to a thick paste and cool. Cream butter, vanilla, and sugar, then add the cooled paste. Beat until whipped cream consistency.
Spread topping over batter before baking.
