In a saucepan, boil 1 c. brown sugar, water, and butter for 5 minutes. Pour into an 8-inch square pan.
In a bowl, mix the remaining brown sugar, milk, Bisquick, raisins or dates, nuts, and vanilla. Spoon batter on top of the sugar mixture (it will sink during baking).
Bake for 45 minutes. Serve warm with plain or whipped cream.
