  1. Slice each cabbage quarter very fine and combine with green pepper and onion in a large bowl.
  2. Mix sugar, salt, mustard, and celery seeds in a small saucepan.
  3. Add vinegar and oil, and bring to a boil over moderate heat, stirring until sugar dissolves.
  4. Pour dressing over cabbage and toss well to mix.
  5. Cool to room temperature, then cover and refrigerate until ready to serve.
