  1. Slice cabbage quarters very finely and combine with green pepper and onion in a large bowl.
  2. In a small saucepan, mix sugar, salt, mustard, and celery seeds. Add vinegar and oil.
  3. Heat over moderate heat, stirring until sugar dissolves, then pour over cabbage. Toss well to mix.
  4. Cool to room temperature, cover, and refrigerate until ready to serve.
