  1. Cook macaroni as directed on the package.
  2. In a separate saucepan, melt margarine and stir in flour, salt, and pepper until smooth.
  3. Gradually add milk and cook until thickened.
  4. Stir in cheese and cook slowly until melted.
  5. Combine cheese sauce with cooked macaroni. Serves 4.
