  1. Cream butter and add half the sugar. Combine the remaining sugar with the beaten eggs.
  2. In a separate bowl, mix 3½ cups flour, baking powder, salt, cinnamon, and nutmeg.
  3. Combine the egg mixture and the dry ingredients, alternating with milk, and mix to a stiff dough. Add more flour if necessary.
  4. Roll out the dough, cut into desired shapes, and fry in hot oil until golden. Drain on paper towels.
