  1. Fry the onion in fat until brown.
  2. Add flour and mix well. Slowly add water to create a gravy.
  3. Add the meat, seasoning with salt and pepper.
  4. Incorporate the carrots and tomatoes. Potatoes can be added if desired.
  5. Cook slowly for 2 to 3 hours until the meat is tender and flavors are melded.
